Using the processing rules to correct your records can make you very productive, but a comprehensive list of what each rule does and when you might want to use or not use it needed.

Never fear, FHWA dollars are here, and the users guide now being developed as part of the Phase II effort will cover this. For those that can not wait, here is the same information in a word document format (when done it will be in a CHM format which is easier on-line but I find a pain to print).

Keep in mind this forum only deals with standards applications  
ITS is both HUGE and diverse. 
Start with the FHWA Joint Program Office (JPO) for days of useful reading.
