This forum is the place to ask general questions like:
    how do I build it...
how do I procure (specify) it...
    how do I test it...
what does entry XYZ in the standard mean...
what does this XML or ASN mean...
how do I use it with other ITS standards...
how can I add XYZ to the standard...

A useful starting guide prepared by the committee to explain the need for and benefits of Incident Management can be directly downloaded from the IEEE at: http://grouper.ieee.org/groups/scc32/imwg/guide.pdf

Keep in mind this forum only deals with standards applications
ITS is both HUGE and diverse
Start with the FHWA Joint Program Office (JPO) for days of useful reading.
