Possible Phase III Improvements to the tools, these are not yet reviewed by any of the SDOs, so they represent my own best guess given the comment I get from users and stewards.

It is likely we will not fund any development of these item in the normal way we have in the past (in which SAE or IEEE acted are the conduit for funding a set of improvements all SDOs had agreed to want/need) because FHWA wishes them (each SDO) to individually fund any such needs. This is more of a coordination issue and had not yet be explored.

This word document represents my starting point of what is needed. I am currently working on some web-registry side issues and expect to spend the Xmas days mucking about with that.
