All:
I stuck this in the "tools" section, not knowing where else such a general topic should go. Below is request from Bob R and the folks at FHWA (Presumably Tom S) for you opinion regarding the needs and features that a "Reference Implementation" would have.
I strongly support the general need for this, and if you read this board for technical details of how the ITS standards actually work, I would suspect you do too. To me the overwhelming value of such a thing is to have a common and known place we can all go to and look at and agreed "that's the way is should be done" when building these systems. It might be a good idea for you to spend a few minute to fill-in the below survey and send it in of you have an opinion on this.

The Federal Highway Administration (FHWA) has undertaken an effort to develop a Reference Implementation (RI) to be used as an integration and verification tool for Center-to-Center (C2C) communications. The first step in the engineering process is to collect the user needs for a C2C RI and develop a Concept of Operations (ConOps).
We would like your help in developing the ConOps for this effort. You have been included in this email because you are either an active user of center-to-center communications, developer of center-to-center systems, involved in the development of standards for center-to-center communications, or an integrator working toward regional integration of systems.
Time is short, and we need your input as quickly as possible. We ask that you please indicate your willingness to participate in this effort, and indicate when you can provide some input to this process. We will be contacting you directly over the next couple of weeks, and ask that in the mean time, you review the attached and provide any input you can as soon as possible so we can follow-up effectively.
If there are others in your organization that you feel should provide this input, please forward this document on to them and let me know who we should contact.
We appreciate your help; the better the input at this stage, the more likely the end result will meet our collective needs.
We also ask that you provide phone contact information for yourself so that we can contact you effectively. While we have some telephone directories, they are often outdated, so an update from you will help us be more effective.
